I think we will want to use H2 for the Announcement title.  You should be able to format the paragraph text with colors/bold/italics to help make the messages pop… if you use the H3 or H4 for sentences, there will be considerable white space between headers, but not a lot of space if the Announcement title has to wrap.

H4 Announcement Title

Plain text for paragraphs that needs to be just a few short sentences to keep the graphic sliders visible on the screen.  If desired, we could create 2 column for this space and have 2 announcements that are side by side.
